Priority for Ally/Neutral Benefits
Naturally, all the characters you frequently used should have the benefits first.
For the wish list, usually the most important characters are Abe, Kate, Magna, R, Glenn, Sophia and Andrea. So, make sure these are on your wish list first. For the rest, it depends on your situation.
For the benefits priority screen, you can rearrange quickly by putting them in those 3 levels of priorities. Just put them according to the situation at hand/the content you're tackling right now
